How To Park In Split?

It just can't be a coincidence. First, the other day I met a young family from India. Father of the family told me something that is hard to expect from someone who is coming from a country which looks like a nightmare for any driver who was not born there with a car wheel in his hands.
"How do you park here in Split? All this looks like a complete chaos to me."
Only two days after that, I ran onto an article by some American blogger. Its writer doesn't seem to have a clear picture of where she is, but let's put that aside, and focus on a single sentence:
"Then to Split... Parking there was worse than downtown Chicago."
India? Chicago? Is it really that bad? As a local, I must admit - it's definitely not easy. On the other hand, it's equally not easy in any other city with a kind of traffic, and tourism, as Split. Did you ever try to drive in any city or town in Tuscany? If yes, you'll know what I'm talking about.
For sure, Split lacks of public garages and we would like to have them more. However, again, it's not so unusual on the Mediterranean, especially in places as rich with the monuments and heritage as Split is.
What's the recipe for success in somehow hectic Split traffic and parking? As usual - adjust, except to rules breaking, and you'll manage.
